Its transparent storefront has been teasing the Lower East Side appetite for weeks. That’s when months-in-the-making Los Perros Locos shed a layer of secrecy to unveil the new hot dog concept at 201 Allen Street. Allen Street previously housed the Sun Shine Cafe Chinese bakery, which closed up shop last July.
